HNL specialises in strategic development and delivering project/programme management services. We enable change through the translation of policy to practice and the development of infrastructures that translates plans into action.

A commitment to the Treaty to Waitangi is fundamental to all operations. This includes working together with kaumātua and cultural advisors to address equity and enhance access through strategy design, implementation and evaluation.

“Connecting systems to achieve change” acknowledges that to be successful requires; a strategic focus; a collective effort; an understanding of the whole system in which a project/programme or service operates; and engagement with all those that intersect to achieve positive and practical results.

We have developed our knowledge and skills through work in health and related sectors. We appreciate that health is operating in an ever-changing environment, that engages with other sectors e.g., education and social services. We believe that effective programme management needs to be proactive, innovative and responsive to evolving circumstances, such as changes to legislation, the introduction of new national policies and have a focus of practical integration with cross sector organisations.

We are responsive to context; we have experience working at national and local level, with large and small organisations. We understand the implications of national policy, legislative requirements and a range of local environments.

Since 2010 the HNL team has successfully managed national programmes. Key deliverables include providing leadership to the sector; privacy and technical advice to national, regional and district level services in the public health system and working with government and non-government organisations. The identification of various barriers and solutions that support levers for change are some of the tools employed to incrementally achieve the intended outcome.

Quality improvement activities are core elements of the multifaceted approach adopted. Models for improvement are used to identify effectiveness and inform future operations.

A significant strength of the HNL team is the combination of extensive cross-sector knowledge, well-developed skills and experience that generate opportunities to build capacity, capability and sustainability of any project and or programme or contractual requirements.
